EPRA
Kenya's Energy and Petroleum Regulatory Authority — licenses refined-product importers.
EPRA (Energy and Petroleum Regulatory Authority) is Kenya's downstream regulator. Kenya runs the Open Tender System (OTS) for crude imports — private parties cannot independently import crude. Refined products are open to private importers holding an EPRA license plus PVoC (Pre-Export Verification of Conformity).
